Increasing Indigenous Employment Opportunity - Proposed reforms to the Community Development Employment Projects (CDEP) and Indigenous Employment Program

Background

On 15 May 2008, Deputy Prime Minister, the Hon Julia Gillard the Minster for Employment and Workplace Relations, Minister for Families, Housing, Community Services and Indigenous Affairs the Hon Jenny Macklin MP and the Minister for Employment Participation the Hon Brendan O’Connor MP released

Increasing Indigenous Economic Opportunity – A discussion paper on the future of the CDEP and Indigenous Employment Programs.

The discussion paper asked for suggestions about what is working and fresh innovative ideas for reforms to Indigenous employment services to help build stronger communities and close the gap in outcomes between Indigenous and non-Indigenous people.

The Government received feedback on the future of the programs from more than 2,000 people who attended around 70 consultation sessions held around Australia. We received more than 120 written submissions.

The feedback received from this consultation process has assisted the Government to develop a way forward.

A discussion paper on the proposed reform framework

The Minister for Families, Housing, Community Services and Indigenous Affairs the Hon Jenny Macklin MP and the Minister for Employment Participation the Hon Brendan O’Connor MP have also issued a Media Release.

In earlier consultations the Government committed to come back with the proposed model. A series of face to face public consultation sessions are being held to talk through the changes and give you the chance to provide further feedback.

Universal Employment Services

The Government’s new Universal Employment Services (UES) will commence on 1 July 2009. The Department of Education, Employment and Workplace Relations is currently undertaking a tender process to select organisations to deliver its employment services. The new services will provide tailored assistance and focus on the most disadvantaged job seekers. Tenders for the new UES close at 7pm on Friday 7 November 2008. Tenderers will be required to specifically demonstrate how they will effectively work with Indigenous job seekers, Indigenous organisations and providers of CDEP and IEP. All successful tenderers will be required to have an Indigenous Employment Strategy for the recruitment of Indigenous Australians within their organisations.
